About
The KU Court of Parking Appeals is a quasi-judicial board that shall review appeals as a court of equity, weighing the interests of the State of Kansas and the University in promoting safe, orderly, and effective traffic operations against any mitigating circumstances surrounding the appellant’s violation.
Any first, second, or third year law student may apply to be an attorney. Attorneys advocate before the Court on behalf of either the University or the appellant of a parking citation. For hearings before the Court En Banc, second and third year students are given preference to serve as attorneys. First year students may only serve as attorneys before the Court En Banc upon approval by the Chief Justice of the Court En Banc.
Any second or third year law student may apply to be a judge. A judge must have previously served as an attorney before the Court at least once. The Chief Justice may allow experienced first year students to serve as judges on lower court panels only if the first year student is accompanied on a panel by two second or third year students. First year students shall not preside over a hearing. The Chief Justice of the Court En Banc may allow experienced first year students to serve as judges on the Court En Banc. Never shall more than three first year students serve as judges on the Court En Banc.
